Building a Duplex in Blacktown: Rules, Costs and Realistic Timeline (2026)
A dual occupancy on a Blacktown block is one of the strongest return plays currently available in Sydney. Buy a 650 m² lot in Seven Hills or Blacktown for around $900k, build a well-designed attached duplex for $1.05-$1.25 million turnkey, and either rent both sides for combined weekly income near $1,300, or subdivide to Torrens title and sell each half in the $1.05-$1.25 million range. The maths works because Blacktown’s LEP is permissive and the DCP is workable — provided the block meets the minimum controls.
Here is the builder’s-eye view of duplex development in Blacktown in 2026 — what the LEP requires, what the DCP asks for on design, cost bands for a real project, and where the timeline can slip.
The Blacktown LEP 2015 dual-occupancy test
Under Blacktown LEP 2015 clause 4.1B and the R2 Low Density Residential land use table, dual occupancy (attached) is permissible on lots that meet:
- Minimum lot area: 600 m² for attached dual occupancy in R2 zones.
- Minimum frontage: 15 m at the building line.
- Not excluded: Not in a heritage conservation area, not within a Blacktown flood planning area above the relevant threshold.
On R3 Medium Density blocks, dual occupancy is also permissible and the frontage minimum is often 12 m. R3 blocks are less common in classic Blacktown suburbs but appear in newer release areas.
Blacktown DCP 2015 Part B – dual occupancy detail
Part B Chapter 4 of the Blacktown DCP 2015 (as amended 1 February 2026) covers design:
- Each dwelling must have its own private open space (24 m² minimum, one dimension at least 4 m).
- Side setbacks match the R2 default: 900 mm ground, 900 mm upper for standard blocks; wider for corner lots.
- Site coverage max 50%; landscape area min 25%.
- Off-street parking: one covered space per dwelling minimum, two total on a duplex.
- Facade design: each dwelling should present as a distinct residence to the street — no single mass reading. Articulation, roof form, entry expression should differentiate.
- Solar access: at least 3 hours of solar access to the principal living area between 9 am and 3 pm on 21 June.
What a Blacktown duplex actually costs to build in 2026
A well-designed 4+4 bedroom attached duplex (each side ~180 m² over two floors) on a standard 650-700 m² Blacktown lot, turnkey:
| Range | 2026 build cost (fixed) | What defines the range |
|---|---|---|
| Modern Essential duplex | $989,000 – $1,079,000 | Brick veneer, 20 mm stone, ducted A/C, standard tapware, single garage per side |
| Elite duplex | $1,089,000 – $1,249,000 | Full brick, 40 mm stone, frameless showers, 15 kW zoned A/C per side, double garage per side |
| Master Craftsmen duplex | $1,299,000+ | Custom facade, 2.9 m ceilings, 60 mm natural stone, European appliances, oak flooring |
Numbers are fixed-price, include demolition of an existing house if applicable, all site works, council fees, BASIX for each dwelling, and driveways. See our 2026 cost breakdown for how the internal line items compare to a single dwelling.
Timeline: 12 to 16 months from contract to two handovers
Realistic phase durations:
- Design + engineering: 6-10 weeks. Two units, twice the drawings.
- Approval: 16-22 weeks for a Blacktown DA (dual occupancy almost never fits CDC — the multi-dwelling framework isn’t in the Housing Code for attached duplexes above the granny flat threshold).
- Demolition: 3-5 weeks if it’s a KDR site.
- Construction: 32-40 weeks — both sides built concurrently by the same crew, saving time versus sequential builds.
- Handover: 2-4 weeks including certifier inspections, defects, final BASIX and OC.
Total: 60-80 weeks. The subdivision step (if pursued) can run in parallel from the construction start; the linen plan and section 88B instrument register after OC.
Subdivision: keep on one title or split to two?
Two ownership patterns on a completed Blacktown duplex:
Single Torrens title with two dwellings. Simpler. One owner, both sides rented (approx $1,250-$1,400 combined weekly rent in mid-Blacktown, $1,400-$1,600 in Kings Langley or The Ponds). No subdivision cost. Sell later as a single dual-occupancy investment.
Torrens subdivision to two separate lots. Requires a subdivision DA (typically 12-16 weeks additional), a survey, a section 88B instrument for shared services, and separate services connections. Cost: $22-$38k. Benefit: each side sells for retail residential prices rather than a discounted dual-occ investment number, typically adding $80-$180k to combined sale proceeds. Our planning partner URBA handles the subdivision approval alongside the build.
Where projects slip
Three things most often push duplex timelines out.
Party wall detail. Attached duplexes share a party wall which must meet fire separation (BCA), acoustic separation (typically Rw 50+), and structural independence. Getting this right on drawings before lodgement is critical; RFIs on it burn 3-6 weeks.
Facade differentiation. Blacktown council will ask for more differentiation on a design that reads as one mass with mirrored halves. We front-load facade articulation — different render finishes, mismatched entry canopies, or shifted roof forms — to avoid this becoming a post-lodgement variation.
Utility separation. Each dwelling needs its own electrical meter, gas meter (if applicable), water meter and NBN service. Coordinating four (or eight) separate connections with providers takes lead time; we start it at CC issue, not at practical completion.
Where duplex development doesn’t stack up
On a Blacktown block below 600 m², dual occupancy is not permitted under the LEP — a granny flat may be the alternative (see our granny flat rules). On a block with narrower than 15 m frontage, the design cannot fit two 4-bed units side by side. And on flood-affected land above the DA threshold, the build cost jumps to a point where the return maths struggles — most successful Blacktown duplexes we build are on unflood-affected inner-Blacktown, Seven Hills, Kings Langley and Prospect blocks.
Frequently asked questions
What is the minimum block size for a duplex in Blacktown in 2026?
600 m² with a 15 m frontage at the building line for attached dual occupancy in R2 zones under Blacktown LEP 2015. R3 zones allow 12 m frontage in some cases. Below 600 m², a duplex is not permissible under the current LEP.
Can I build a duplex on a Seven Hills block?
Yes, provided the block meets 600 m² and 15 m frontage. Seven Hills has some 700 m² older lots that suit duplex development well. The 1980s brick veneer stock knocks down cleanly and the new duplex sells or rents strongly.
Do I need to subdivide to sell each side of a Blacktown duplex separately?
Yes. Without Torrens subdivision the two dwellings sit on one title and you can only sell the whole. Torrens subdivision to two separate lots takes 12-16 weeks and $22-$38k in survey, DA and registration costs but typically adds $80-$180k to combined sale proceeds.
How much rent does a Blacktown duplex generate?
Combined weekly rent $1,250-$1,600 in 2026 depending on suburb and finish level. Mid-Blacktown, Mount Druitt and Doonside are at the lower end; Kings Langley, The Ponds, Seven Hills, Prospect at the higher end. Each side rents as an independent 4-bedroom.
Is a Blacktown duplex a CDC or DA?
Almost always a DA. The Housing Code allows CDCs for a new one or two-storey dwelling but not for dual occupancy above the state’s secondary dwelling framework. Blacktown DAs for straightforward duplexes on compliant blocks assess in 16-22 weeks.
Can I live in one side and rent the other?
Yes — “principal place of residence” occupancy of one dwelling combined with tenanted occupancy of the other is common. Tax and land tax implications differ from a pure investment; talk to your accountant. From a build perspective, we design the two sides to be identical or lightly customised depending on which side you plan to live in.
